Reconcile WordPress bot categories with the canonical generated registry #86

Priority P1 for the crawler-access policy release. App-side exporter and drift guards: WebDecoy/app#877. Product consumers: WebDecoy/app#993 and WebDecoy/app#995.

sdk/src/GoodBotList.php carries a separate identity/category list from WebDecoy/app/pkg/agents. Audit current differences rather than treating historical entry counts as current. A category migration can change an existing customer's allow/deny behavior.

Deliver a reviewed mapping for aliases, plugin-only entries, and category vocabulary; consume the PHP artifact from app#877; and document intentional behavior changes in the plugin changelog. Reuse the shared language-neutral parity vectors and add plugin CI that detects drift. Preserve existing free local behavior and explicitly test policy compatibility where a renamed/reclassified agent changes rule matching.

Acceptance: the generated list matches the reviewed mapping, the shared matching vectors pass, a deliberately changed generated entry fails CI, and allowed/denied policy fixtures show only the intended changes. Close with the artifact/version and compatibility evidence linked to app#877. Unrelated PHP sensor publication is not a prerequisite.
