Why should this change be made?
Many incoming issues/PRs are being generated using coding agents. We need to provide some guidelines for how these agents should behave when updating this repo.
Scope
- Add a set of documents that includes AGENTS.md, and an agent docs folder
- Avoid restating what's already included in other docs
