feat(teleport): add strategy interface

Currently, the teleportation of survivors is handled by a specific implementation that cannot be changed. This pull request introduces the ability to customize the teleportation logic. To achieve this, a strategy interface has been added that can be implemented to provide custom behavior. The game-related code now relies on this interface, allowing different teleportation strategies to be used.
