Rebased version of #2606 — brings the Dependabot hono bump (4.12.19 → 4.12.23) up to date with main.

#2606 is one commit behind main and @dependabot rebase requires push access on this repo. This PR contains the same lockfile update, rebased onto current main.

Change: updates hono to 4.12.23 in ui/package-lock.json (indirect dependency).

Supersedes #2606 if maintainers prefer merging a current branch.

Bumps the npm_and_yarn group with 1 update in the /ui directory: [hono](https://github.com/honojs/hono).

This branch is rebased onto current main (compare: 1 commit ahead, 0 behind) and matches the lockfile change from #2606.

Verified locally: npm ci in ui/ completes successfully with the updated lockfile.

CI checks have not run yet because this PR comes from a fork — a maintainer will need to approve workflow runs before required status checks (build, lint, CodeQL, etc.) can report. Once those pass and review is approved, this should be ready to merge in place of the behind #2606.
