Summary
Implements support for the
exclude_targeted_deliveriesfield on Holdout entities. When this flag is set totrue, users bucketed into the holdout are still served Targeted Delivery rules normally, while A/B Test and Multi-Armed Bandit rules continue to respect the holdout.Changes
