servers: web pages on the shared SMP port and on the web ports of SMP and XFTP servers are served over HTTP/1.1 only, and SMP server ports no longer offer h2 in ALPN. SMP clients connect as before, and the XFTP protocol port keeps HTTP/2.
tests: the static files test fetches the page over HTTP/1.1 and checks that HTTP/2 is not served on a connection negotiated as http/1.1.
